Fixed issue where game could crash if you had several hundred saves

Fixed issue where in certain situations, opening the panel to create a game would cause the game to become unresponsive.

- Fixed issue where create a game page would not update when game was paused.
- Fixed issue where Chinese and Korean users would crash when line breaks were not handled correctly.
- German translation has been redone.

- MMO Updates should now require the correct amount of stat points for the games tech level
- Games that use custom hardware should now put new fans in the correct platform group
- Fixed several icon related issues with custom hardware

- Fixed issue where the price selection bar would disappear for hardware projects
- Fixed issue where progress bars for certain projects would not reflect the status of the project

Fixes:
-Critical bug: If a player canceled a project that a team was working on and then saved (Automatically or manually) before they could get the team to work on a new project it would corrupt all projects and prevent saves from working.
-Fixed issue where certifications would sometimes not be applied after successfully completing certification.
Changes:
-It is now much more likely to successfully certify an employee
-Increased starting money to $300K
Additions:
-Added hints to the pause menu.

- Buildings will no longer be rendered when a menu window is open
- Various minor fixes
